I wanted to write an article on the movie “Predator” (the first), which in my opinion (apart from the fact that I created a bad franchise) contains an idea that should be seriously thought about. Instead, I find myself wandering around the Italian webz during breakfast, and discovering that Italy has NOT yet presented the EU projects to access the Recovery fund.

In theory, the time expires in January, but the preliminary discussion starts now: so much so that ALL the other countries have already submitted their drafts. The latest were the French, who have a rather large economy and therefore needed more time to detail .

Italy has not arrived. The drafts of the Italian projects shown to the public so far are an example of communication without content, that is a series of letters to Santa Claus that contain all the fashion terms, from "green" to "digital", "women", "low carb ”And all, but very little description of what the project contains. That is, it is a joke written by a staff for communication, which was inspired by this:

in practice they took these two cloud words and fed them to powerpoint. An advertising job, which means that it came out of Casaleggio or Casalino. Don't blame Colao, he can do a lot better than a provincial advertising studio. And after all, still speaking of powerpoints, Colao is accustomed to Michelangelo's masterpieces by Gartner and Accenture, therefore it is unlikely that Casaleggio will be able to reach that level. Much less Casalino. But let's go further: the point is that so far we have only seen crap.

This puts the plan in the hands of those who want to block it, because the plan was made while Italy was drowning in the epidemic due to Lombard incompetence (in the first wave Lombardy had more deaths than the whole of Germany), and if Italy sends everything to caciara, the main reason is missing. Of course, Macron says that if the usual ones don't participate the recovery fund can be done without them (correct, because a fund only needs to have solvent shareholders to be able to issue bonds), but the point always remains the same.

The Italian projects were not received.

And there is a reason for this: incompetence.

To make a plan worth 209 billion, you need to know, first of all:

  • what country we want to build. An industrial country? And which industry does the country focus on? What is the recovery done with? Manufacturing? Agribusiness? But Di Maio gets angry just talking about industry, because industry means North, and Di Maio is against Northern Italy. Tourism is to be excluded, given that it is very fragile in the face of epidemics, and we know that within 15/20 years we will have at least one more: remember that Sars dates back to 2003.

  • what it takes to build the country we have in mind. What education? Do we have all the specialists we need? What transports? What commercial treaties? What infrastructures? Which companies are driving this recovery? But even these questions are useless: the minister of education at most thinks of school desks, SMEs say that they are small and beautiful (that is, they do not want to grow in size) and they are against competition (that is, they do not want to grow in number). If you ask Confindustria how they would like to change, they answer that they want Jus Primae Noctis on employees, and that they want the return of serfdom. Development not received. They want a new car, not "development".

  • what are the priorities. Maybe 209 billion is not enough to make the dream book come true. So we need to know where we start and where we end, and what are the priorities. The mere idea that Zingaretti and Cuperlo discuss a country's industrial priorities makes me laugh. Calenda has an idea of ​​industry that dates back to 1986… who should know what the priorities are, when a strategy never existed?

Don't fool yourself, the national plan will not come. Never. Even if you did Macron's Plan B, what happened with EMS would happen. The money was available IMMEDIATELY, but it was not wanted.

And why didn't they want to use that money? Because if they give you tens of billions, they at least want to know why. What will you do with it. What you have to do with it. What you need to do with it. Because you want to do just that.

But the reality is that no one in the government has a clue about this.

EMS money is not used because the Italian government does not have the skills needed to decide what to do with it . Of course, if someone throws a suitcase with 10 billion in front of Di Maio, or Conte, the way waste them spend them is found. But to spend (instead of wasting) you need competence. You need to have the faintest idea what's going on in the country. But, as you have seen, at a certain point the government started screaming "we have sent 3000 fans, why are there only 1500 seats in TI?". The answer should have been:

hey, government, it's YOU who must know. Don't ask. You have to tell us.

But in reality the government is groping in the dark. The reason why it seems that Calabria is groping in the dark is that in Calabria they have no communication managers like Casalino or Casaleggio. If they did, no one would know what's going on.

So no, none of the useless bogus in the government right now has the faintest idea what to write about the projects to be presented to the EU. And this is not new, if you think that Italy has NOT taken European money for projects for decades, simply because no one has the skills to write them.

With the result that, basically, Rome welcomed WITH RELIEF the fact that Poland and others voted against the Recovery Fund budget and the budget.

But even if the French managed to create the recovery fund as a voluntary membership fund, thus keeping out the "frugal" countries (which therefore would not get a penny from it), and thus unblocking the situation, the truth would emerge.

And that is, nobody in Rome knows what kind of projects to put in place to obtain an economic recovery.

Not in normal times, much less in times of emergency.

Italy will never see those 209 billion, and this is the price of having elected a government of incompetents based on a hierarchy made up of incompetents.
